Montgomery County retained KCE Structural Engineers to conduct a document review and structural evaluation of the SSTC.
The document review included review of the following
All contract documents,
Reports from the designer, the general contractor and the inspection firm.
Concrete cylinders and core results reports
Post tension shop drawings
Mild steel shop drawings
Field inspection reports
The structural evaluation by KCE also included the following
Finite element analysis of entire structure, including but not limited to, in situ vs. as-designed load carrying capacity
Nondestructive Testing
Ground Penetrating Radar (GPR)
Impulse Response Testing
Impact Echo Testing
Destructive Testing
Inspection Openings
Concrete Cores
Following KCE's findings, KCE was asked design and oversee the repairs.
These repairs included:
Removal and replacement of slab on level 330 with properly designed pour strips
Increase of combined shear and torsional capacity of noted post-tension beams and girders on levels 330 and 350
Provide a concrete overlay for the surface of the slabs on levels 330 and 350 to ensure long-term durability
